Activating Terminal Server in Windows Server 2003 pre-activates the license server so that it can send its licenses to Terminal Services clients and receive a special digital certificate.

Instructions
Step 1
Open the main menu of the Windows operating system by clicking the "Start" button. Go to the "Control Panel" item to carry out the procedure for activating the license server in automatic mode.
Step 2
Expand the Administration node and select the Terminal Server Licensing link. Open the "All servers" group in the management console and open the context menu of the server to be activated by right-clicking. Specify the "Activate server" command and skip the first window of the activation wizard by clicking the "Next" button.
Step 3
Use the "Automatic connection" option in the new wizard dialog box and confirm your choice by clicking the "Next" button. Enter the required Name, Country and Company details in the appropriate fields in the next dialog box and proceed to the next step by clicking Next.
Step 4
Enter your personal information in the opened wizard dialog box (optional) and click the "Next" button. Repeat this step in the next dialog box and apply the check box to the "Run the CAL Wizard Now" box in the final wizard window.
Step 5
Complete the licensing wizard by clicking the Finish button or use an alternative activation method using a browser.
Step 6
Return to the "Connection Method" dialog of the Licensing Wizard and select the "Web Browser" option. Click the link in the next dialog box to go to the Terminal Server Licensing and Activation Internet page and select the Activate License Server command in the Select Option group.
Step 7
Confirm your choice by clicking the "Next" button and enter the value of the code obtained from the resource "License Server Activation" and other personal data in the dialog box that opens. Get a special code and enter the value of the license server code on the server activation page. Apply the selected changes by clicking Next and follow the wizard's recommendations.
