A Russian blogger has long learned how to place ads on their pages and earn income for it. Therefore, the State Duma deputies thought that the state treasury was losing a lot of money that could be collected in the form of taxes. Although the authors of Internet resources themselves consider this idea ridiculous and unrealistic, nevertheless, the representatives of the United Russia party themselves are very determined. They want to sign the corresponding bill in the fall.
Deputy Speaker of the State Duma Sergei Zheleznyak expressed the opinion of representatives of the presidential administration that the legislation should take into account all changes in the advertising industry. And it's time to pay attention to the uncontrolled income of blogging authors.
The MP argues that the Tax Code pays insufficient attention to this problem and limits itself only to mentioning irregular advertising costs that are carried out through telecommunication networks, which are attributed to advertising costs.
At the same time, tax law experts note that the code already contains a law on the obligation of any individual to pay taxes on each income received. This legislative initiative from United Russia will only supplement the already existing law.
In addition, the well-known Internet blogger Oleg Kozyrev expressed his point of view that the government thereby seeks to limit the manifestation of civic activity. That is, on the Internet, volunteers often take initiative, ranging from collecting money to help victims in Krymsk to collecting protest rallies.
At the same time, Boris Makarenko, who holds the post of vice-president of the Center for Political Technologies, says that there are many types of private professional activities where incomes can be several times higher than blogging. This is home tutoring, and carriage, and rental of living space. For some reason they were ignored.
Moreover, Nezavisimaya Gazeta believes that the current leadership of the country continues to legislatively tighten the relationship of the Russian people with the authorities. The drafters of the bill themselves report that if this parliamentary idea is supported, bloggers who evade taxes will be held administratively liable. The Federal Antimonopoly Service will investigate the violations.
Abroad, there has already been a similar experience of restrictions on advertising on the pages of personal blogs. In 2010, the government of the state of Philadelphia in the United States of America attempted to oblige bloggers who earn from advertisements to pay a lump sum of $ 300. Or pay $ 50 every year. This bill was immediately accepted with hostility, and in the media was rightly called "draconian". Because the income of bloggers here was clearly overestimated.
If this is applied in Russia, many bloggers will be forced to abandon their personal pages. Since the blogger's work, in particular, the blogger's earnings cannot be compared with such taxes. It is this goal, apparently, that the presidential representatives are trying to achieve.
But many law-abiding representatives of the information business already pay taxes to the state, according to Article 264 of the 25th chapter of the Tax Code. Some representatives of the blogosphere believe that the new law will primarily hit the authors of custom-made articles, and this measure will not infringe on opposition bloggers.
