Open the LAN settings between computers on the first PC. Select "Internet Protocol TCP / IP". Fill in the "IP address" field with 192.168.0.1. Press Tab to get the subnet address.

Open the properties of your Internet connection and go to the "Access" tab. Allow Internet access for the local network between computers.
