Of course, the maximum avatar size does not always depend on the whim of the forum organizers, there may be other reasons, for example, the features of the engine. But the fact is the fact, if there is a problem of reducing the avatar, it must be somehow solved. For example, using Adobe Photoshop.

Step 1
Launch the Adobe Photoshop program and open the desired file in it: click the menu item "File" -> "Open" or click the key combination Ctrl + O. In the window that appears, select an avatar and click the "Open" button. The picture will appear in the workspace of the program.

Click the menu item "Image" -> "Image size" or click the key combination Alt + Ctrl + I.
Step 3
In the window that appears, find the "Pixel dimensions" section. By changing the parameters in the "Width" and "Height" input fields, which are in this section, you can change the size of the avatar.
Step 4
If you need the proportionality of the sides of the avatar to remain unchanged, do not forget to check the box next to the "Constrain proportions" item. The fact that this setting is enabled will also be indicated by the fact that next to the input fields for the width and length there will be a square bracket and a chain logo. Changing any of these parameters will change the other. If, on the contrary, you need to stretch one of the sides of the avatar, disable this setting, i.e. uncheck (or leave) the checkbox next to "Maintain aspect ratio".
Step 5
To make the avatar lose a minimum of clarity when resizing the avatar, activate the Resample image item and in the drop-down menu below it, select Bicubic (best for reduction). To save the result, click the menu item "File" -> "Save as" or press the hot keys Ctrl + Shift + S. In the window that appears, select the path for the new version of the avatar, enter a name, in the "Files of type" field, specify the one you need (as a rule, most forums, blogs, sites, etc. support the Jpeg format) and click "Save".
