Allowing a user to download ActiveX controls or simply individual files is one of the security settings for a Windows computer that uses Internet Explorer. The first problem is solved by changing the settings of the browser itself, and the second will require editing the system registry entries.
Instructions
Step 1
Call the main menu of the Windows operating system by clicking the "Start" button and go to the "All Programs" node. Launch Internet Explorer and open the Tools menu in the top toolbar of the browser window. Specify "Internet Options" and go to the "Security" tab of the dialog box that opens. Select the "Internet" option and use the "Other" button. Locate the ActiveX Controls and Plug-ins section and change the Download Signed ActiveX Controls to Enable. Also (if necessary) change the value of the option "Download unsigned ActiveX controls" to "Enable" and confirm your choice by clicking OK. Select the "Yes" option in the system request window that opens and authorize the application of the selected changes by pressing the OK button again.
Step 2
Return to the main system menu "Start" and go to the "Run" item to perform the procedure for editing the parameters for downloading files by the user. Enter regedit in the Open field to launch the Registry Editor utility and confirm the command by clicking OK. Expand the HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionInternetSettings ones3 branch and select the key 1803. Expand the Edit menu of the upper service panel of the editor and enter the values: - REG_DWORD - in the Type field; - 0 - in the Parameter value field. The changes made allow the user to download files. To restore the original security settings, change the value of the selected key to 3. Close the Registry Editor tool and restart your Internet browser to save and apply the selected changes.

Do not change the permissions for downloading and installing drivers unless absolutely necessary - this procedure is unsafe and can potentially damage the entire Windows operating system.
