Determine the purpose of the building initially. If you want other players to live in your "Minecraft" city, then the construction must be carried out on the server. And if your idea is to build some kind of architectural ensemble, then you can create it in a single-player game.

Now you need to decide on the area. You can build a city in Minecraft on a plain or on a relief surface. A city built with elevation differences will look more impressive.

Having decided on the territory, you need to start planning buildings, streets and avenues. For the construction plan, use a graphic editor or a regular piece of paper. Work it out well, because it is on it that you will build your "Minecraft" city.

Start building from the main streets. Delineate the territory. To do this, you can use colored sheep's wool displayed in the corners of the future Minecraft city. Don't forget to do your street lighting right away. Then you will protect yourself from enemies.
