First, check which version of the ICQ client you are using. Very often, this problem occurs as a result of installing third-party programs on a computer that are not officially provided by ICQ developers. Even if your computer is running Linux or J2ME, the latest version of ICQ 7 will work just fine with those systems. There are no problems with the language in the original programs. Go to the official ICQ website. The Russian version is available for download to anyone.
Step 2
If the problem with the encoding (text recognition) still persists, try the following steps. Go to the client settings (they are located in different places depending on the version of the program, but, in most cases, they have a separate menu) and, taking into account the client version, find the menu item "Messages" or "Text". This item should have a section that allows you to choose the encoding for incoming or outgoing messages. It is he who determines how messages will be displayed in the sender and recipient window. Make sure the UTF-8 option is set. If not, select it from the list provided.

If you use Jabber client for communication in ICQ, check the settings of the transport used in this program. Very often, problems with the Russian language are associated with it. Try to change transport or contact directly the person who owns this transport and inform him about the problems that have arisen.

After ICQ was bought by Mail.ru, all third-party clients don't have any language issues. Therefore, just download ICQ in Russian - it is also available on the client's official website.
