People who completely downloaded a file and now just distribute it are called seeds. While downloaders are feasts.

To increase the number of peers, it is often enough to leave a request in the comments under the torrent file with a request to sit (distribute). Those who are free, have not deleted the file and are not currently distributing many other files may respond to your request.
