To solve this problem, you need to have the host and port of a working proxy server available. If you do not have your own proxy server, find it on the network. Next, you will need to set up a proxy server for your browser.

If you use Internet Explorer 6 or 7, proceed as follows: first, go to the menu on the chain Tools -> Internet Options -> Connection. In case you are using Dial-up, select the required connection, then click "Settings". Otherwise, click on the "Network Settings" button, which is located in the "Local Area Network Settings" section.

Now you need to check the box next to the "Use a proxy server" option, in the "Address" field enter the name of the proxy server you have chosen and in the port field, respectively - the proxy port number. If necessary, check the box next to the option "Do not use a proxy server for local addresses", and also click on the "Advanced" button, and then specify the parameters for various protocols.
