When standard tools do not help, and the banner is an advertisement of the site itself, i.e. there are not just links to other people's portals, but the site is the source of advertising, then such a context must be blocked using special applications. Paid Kaspersky Internet Security or free CureIt are suitable for this purpose.

If this does not solve the problem, then you need to go to the address: Disk with the installed operating system - Windows - System32 - Drivers - Etc. There is a file called "hosts". You need to open it with a notepad and watch the contents. The file should not contain anything other than - 127.0.0.1 localhost. If you notice anything else, you should erase and then save the file. Then restart your computer. Then the banner should disappear.
