On the page https://pages.ebay.com/help/account/closing-account.html, send a request to close your personal page, for this you need to agree to the terms and choose one of the options: permanently delete or temporarily block the page.

The deletion is formal, which means that your data will be stored in the system. If you decide to register again, then you will need to issue a new email and ID.
