The last step is “your photo in front of this page”. Take a picture yourself or ask someone to take a picture of you, upload a photo and click the "submit application" button, enter a captcha. On the new page, enter the code that will be sent to your phone via SMS, send it. Go to the mail, you should receive a letter notifying that your application has been accepted and will be considered by the administrator within 24 hours.
You can see the status of the application by clicking on the link in the letter. Wait for a response from the site.
