Step 1

Run a search and download a program for managing the connection, for example, Russian development Tmeter or foreign NetLimiter. There are other similar applications, their principle of use is the same as the above utilities. There are both paid and free shapers, plus shareware for home use.

Install a downloaded program such as Tmeter. To do this, double-click the resulting file. Please note that you must have administrator rights for the computer, otherwise services that control network communication will not be added. Accept the terms of the license agreement, you can select the folder where the program is located. On each screen, just click the "Next" button and you can easily install this utility. Restart your computer after the installation wizard completes.

Step 3

Start Tmeter by double clicking on the shortcut on your desktop or from the Start menu, subgroup "All Programs". The main window will open - the management console. Click OK on a dialog screen that asks you for a password and network interface. By default, the program will automatically detect your network card or other network connection. On the left side of the window, you will see a list of possible utility settings.

Select "Network adapters" and check all the boxes. This is necessary so that the program knows which of the connections it is allowed to control. Click the "Apply" button to save the settings.

Click on the NAT line, and if on the right side of the window you see a check mark next to the inscription "Enable NAT on the external interface", be sure to uncheck it. If there is no check mark, leave it unchanged. Do not forget to click "Apply" if you changed anything on this page.

Select the line "Filter set" in the menu on the left. There are three filters available in the free version. You can study them for a better understanding of the program settings.

Select the filter named "All IP-traffic of the computer" with the left mouse button and click the "Change" button. A window with a large number of tabs will open, of which one is the most interesting: "Limiting speed and traffic" - this is useful for fine-tuning access.

Check the box next to Enable Speed Limit. You will see that the field for entering numbers has become active. Enter the desired maximum for this computer, in kilobytes per second. Check the box on the right side of the window that this is the "Master Filter", that is, the main limitation. Click OK and the Apply button. The program will display a message about saving the settings.

Step 9

Repeat the installation of the program on each computer if you have a local network of several machines. You can specify a password to access the settings. To do this, click on the button with the lock at the top of the program window. The program automatically starts and starts working when the computer boots.
