You can rationally use the Internet connection using the Squid proxy server. This is a module that handles user DNC requests, acts as a download manager. Install the downloaded file on the system and allow access to the network. Configure the parameters http_access, http_port, acl. Deny access to certain sites, addresses using the http_access parameter. Just add the address range you want to the Acl list.
