Step 1
The oldest and most reliable way to register in ICQ is to fill out the appropriate form on the official website of the messenger. To do this, go to the registration page at https://www.icq.com/join/ru. During the registration process, indicate your full name, which will be visible to contacts, the email address to which a link will be sent to confirm registration, your account password (twice, passwords must match), gender and date of birth. Date of birth is indicated in order to determine that you are over 13 years old (since the user agreement does not allow anyone under this age to use ICQ). After that enter the code of protection against robots and click the "Register" button. After that, go to the mailbox that you specified during registration and follow the link from the letter sent by the ICQ administration

After confirming your own account, download the official ICQ client (follow the link https://ftp.icq.com/pub/ICQ7/install_icq7.exe) and install it on your computer. Run the program and enter the email address and password you specified in the connection window. Wait for the program to connect to the server. After that, the contact list of the program will open, in which all your contacts will be displayed. You can find out your UIN by opening your own profile, or by hovering over the ICQ icon located in the tray. UIN can be used to enter ICQ along with email address. Also, UIN is your unique address on the network, which you can leave to other people in order for them to add you to their list of contacts

You can also get a UIN and a password on a huge number of third-party sites that distribute or sell ICQ numbers. You can also register directly from the official client, as well as from third-party programs.
