Step 1

In the event that a blank page suddenly appears instead of the existing panel, you will need to restore this option manually. Activate the "New Tab" button or press the shortcut keys CTRL + T, the panel will not turn on. Then use the help of the "Configuration Editor". This editor is able to access the editing of all existing browser settings, including even those that were not included in the general settings by the manufacturers. Launch the "Configuration Editor" by creating an empty tab by pressing hotkeys (CTRL + T) and type opera: config in the address bar. Then activate the Enter key. Then the browser will automatically load the Opera settings editor interface into the blank page you created.

Find the setting you want called Speed Dial State. It's in the section called User Prefs. Don't try to find it manually. It will take you a lot of time, as there are a hundred such network and software settings located here. Use the search function built into the editor itself and enter the name of the above section in the text field. After completing all the indicated steps, copy the name of the setting, and then paste it into the field called "Find". Now wait for the editor to find the change field for this setting on its own.

If you set a value equal to one, then the panel will work in the most usual way. If you want to disable the panel altogether, then set the zero value accordingly. Whichever option you prefer, commit the new value of the variable by clicking the button called Save. Close Opera and start it again. After that, test your browser again, if your actions are correct, the panel will open.
