The language setting of the Steam client affects the language setting in installed games. Not every Steam account owner knows English enough to understand what is at stake in a particular game and what task is to be performed. In this case, you need to change the English language to Russian.
The language in the Steam client is installed depending on which language is used in the operating system of the PC, unless another option was selected during the installation of the client. The language setting in the installed games and programs depends on what language is installed in the Steam client (provided that the required language is supported). If desired, you can change the language both in the Steam client itself, and for each game separately.
