What is IP anyway? An IP address is your unique address on the Internet. No one else on the entire planet has this. This "set of numbers" belongs to you only during the current connection. The next time you connect, you will most likely have a different IP address. How does it work? Your ISP has a specific set of free IP addresses. He leases them, of course, not free. When you dial up to the provider, then at the moment of connecting to the network, you are assigned one of the free IP addresses. And then you surf the net with him. These IP addresses are called dynamic.

There are also static IP addresses: you will always have one and the same address on the network, they are paid and an ordinary user is not needed. And if so with every person, then what can you learn by IP? By the IP-address, you can with a 100% guarantee find out who owns this range of IP-addresses, i.e. provider who issued this IP for temporary use.

The provider's server keeps statistics on what Internet addresses this or that user is, what packets of information he receives and from which sites, what and where he sends. This is called traffic analysis. You have noticed that when you go to portals like "mail.ru" or "Yandex.ru", the main page shows the weather in your city. How do they know that you are from this city? Exclusively by your IP address. They know who your ISP is. It's enough.

Nobody else can learn anything else. Why? Yes, because only the provider owns the information to whom and at what moment this or that IP address was assigned. By disclosing this data, the provider violates the law on data protection, which is punishable by law. Of course, any system is vulnerable. You can hack the provider's server and get data. But keep in mind that it is not "blondes from jokes" who maintain the server and monitor its safety, but serious and competent people. And they know their job. Besides, hacking into the server is a criminal offense.

So, in general, someone can find out who went online under this or that IP address? Yes maybe. According to the Criminal Procedure Code, article 21, part 4, “Requirements, orders and requests of the prosecutor, the head of the investigative body, the investigator, the body of inquiry and the interrogator, presented within their powers established by this Code, are binding on all institutions, enterprises, organizations, officials and citizens”. And if necessary, then it is precisely those persons who are registered in this article who submit a request on a form and simply write: “On the basis of Article 21, Part 4 of the Criminal Procedure Code, please provide the information of interest…”. And that's all.

Mobile operators regulate their activities by Article 64 of the Federal Law "On Communications": "Telecommunications operators are obliged to provide authorized state bodies carrying out operational-search activities or ensuring the security of the Russian Federation, information about users of communication services and the communication services provided to them, as well as other information necessary to fulfill the tasks assigned to these bodies, in cases established by federal laws."

Any provider very quickly provides all the information available. In addition, the Federal Law "On Operational-Investigative Activities" in the 2008 edition. According to Chapter 2, Article 6, Clauses 10-11 and everything below in the explanations: in a nutshell, state power and law enforcement agencies can wiretap anyone and remove information transmitted through technical communication channels (Internet), only on the basis of suspicions. And this is even more than finding out about where a person is by their IP address.
