Step 1
To assign different rights and capabilities to users, it is necessary that each of them work in the system under his own account. And, of course, each of them must keep their login password secret. To deny a user access to the Internet, you need administrator rights. Double-click the "Accounts" node in the "Control Panel" and click on the required entry. In a new window, click on the link "Change the type of account" and move the switch "Select a new type …" to the "Administrator" position. Click the Change Type … button
Step 2
From the Start menu, select the Log Out command. Click the "Change user" button and log into the system under the account that you are going to disconnect from the Internet. In Control Panel, expand the Network Connections node. In the "LAN or high-speed Internet" section, right-click on the "Local Area Connection" icon and click "Disconnect".
Step 3
You can disable the network card for this profile. Right-click on the My Computer icon and select Properties. Go to the Hardware tab and click Device Manager. Expand the list of "Network cards", right-click on the icon of the network card to bring up the context menu and select the "Disable" option. A cross will appear on top of the icon.
Step 4
Again, call the "End Session" command from the "Start" menu and log into the system under your account. In the "Control Panel" double-click "Accounts", select the desired account and change its type to "Restricted Entry". This user in his profile will not be able to enable neither the network card nor the network connection. When you try to fix the connection, the system message "You have no rights …" will appear.
Step 5
By default, you can log in to the system under the built-in Administrator account without a password. To call it, you need to press Ctrl + Alt + Delete twice. If the user you have banned from the Internet knows about this, he can easily bypass your bans. Just in case, assign a password for the "account" of the administrator, if you absolutely need to deny access to the network for someone who has access to the computer.
