To get rid of such a banner, use antivirus software. Antiviruses are capable of detecting spyware and viruses running on your computer. Similar utilities can be found both at Dr. Web and in Kaspersky Lab, use the usual ones. Such programs do not need to be installed, you can work with them immediately after downloading. Put your computer on a full scan, you will get rid of the banner ad and continue your normal activities. Please note that only newly downloaded antivirus software contains fresh databases. You are unlikely to remove a malicious banner with old tools.

If you are unable to handle the banner. You cannot download the program from your own computer. Find an option to download the antivirus from another PC, save it to a USB flash drive.
